This seems VERY long but it isn't as bad as it may seem. It's really two steps. First add the picture and second position it.
Remember: resize and compress the picture before you start this. See image editing help.

Position the picture:
Click on the image so small squares appear at the corners of the image. That's how you know the image is selected.
Click the image editor icon again. You will see a different interface than the last time.
In the upper right is a positioning control. Look for Text flow:
The easiest to use are 'right' and 'left'.
Space around the picture:
Below the positioning control are distance controls to make space around the image. Left control puts space on the left, right on the right, etc. Entry is in pixels, start with about 15 and see how you like it.
In the lower left, is some extra information.
Border controls the width of a border around the picture. If you want one, start with 1 or 2 pixels. This affect sometimes helps a picture 'pop out'. It's a preference thing.
Width and height are controls of the visible size of the image. If the picture looks too big, you can force it smaller using this control. This control is intended for small changes in size. It will be tempting to use this control instead of pre-sizing the image. DON'T DO IT! People with dial-up service will hate you because the entire mega-image is still loaded and the browser shrinks it in the display.
As always, SUBMIT
One additional tip for picture placement. You can place pictures into table cells.
